Control is a measure of how much control a zerg commander has over its minions. Zerg higher-ranking than overlords (e.g. the Overmind, cerebrates, and Kerrigan) cannot directly control their minions, and must exert control through overlords.
Control is a zerg gameplay counter limiting the size of a zerg force. The number of counters is increased by constructing select units, to a maximum of 200. New units may be produced so long as the cumulative control "cost" of all active units does not exceed the number of available control counters. A player generates control by creating overlords. Overseers continue to exert control.
In strategy discussions, control levels may be denoted as x/y, where x is the control used, and y is the total available control.
