Admiral David Jones is a disgruntled terran, namely due to the perversion of technology. Whereas duels were once settled with a degree of honor, nowadays, technology plays a far more significant role, ruining the antiquity in his mind.

"Davy Jones' Locker" is a sailing term for "bottom of the sea". Jones' rank is thus very appropriate.
"Davy Jones" represents a spirit or demon of the sea. Both the term and character have appeared in numerous nautical- and pirate-themed works of fiction.
