The E-11 Lockdown Device

The E-11 lockdown device is a terran weapon used to disable vehicles. Only ghosts are trained to use it.[1][2]

Before firing the device, the ghost must aim at the target for a few seconds. When struck, the vehicle is locked down for a minute.[3]
