Sergeant Hartley is the physical education and combat instructor for the Ghost Academy on Ursa. While training the students in groups, he and they wear psi-screens.[1][2]
He seems to enjoy intimidating and humiliating his students. He tells his students to be punctual; "arrive late, and you'll be late". He ordered his trainees to perform twenty pushups in order to toughen up their knuckles so they'd be superior martial artists. When one of his students pointed out that they wore strong gloves, so the toughness of their knuckles were not relevant, said student was ordered to perform an addition 40 pushups.[1] In order to test endurance, he would order his students to perform a hundred pushups on one fist. He would even suddenly attack a student without warning in order to train their instincts.[2]
His best student was Nova Terra. While initially a weakling, she simply would not give up, and because of her horrible experiences with Fagin, he could not intimidate her. Within six months she was outperforming yearlings and became the teacher's pet. Some of the other trainees believed she was sleeping with him (which was untrue).[1] She was one of the few students who could impress him.[2]
When master martial artist Aal Cistler arrived at the Ghost Academy, he (along with teammate Gabriel Tosh) impressed him with their endurance. He ordered the two to spar for a minute. Cistler came out ahead, but Hartley punched him to the ground and demanded he stand up again.[2]

- The martial arts classes Hartley taught in Ghost Academy were partially inspired by Keith R. A. DeCandido's experience in gaining a blackbelt in karate.[3]
- Hartley was named after Australian science fiction author James Hartley, who was a close friend of Keith R. A. DeCandido. DeCandido spent a large amount of time with Hartley during the writing of StarCraft: Ghost: Nova.[3]
