Fiorello was an investigator who worked for the Ghost Program of the Terran Confederacy.
After a young Nova Terra used a mind blast that killed 300 people around the Terra Skyscraper, Fiorello was assigned by Director Ilsa Killiany to replace Malcolm Kelerchian in handling the murder scene, with Kelerchian being assigned to track down Nova.
