Commander Haley is a member of the Alliance, serving onboard the Behemoth-class battlecruiser Iron Fist. At some point after the Brood War, he was part of an Alliance fleet sent to rescue Alliance and protoss forces on Dylar IV from the zerg, the fleet succeeding in its task.
