General Warfield was an adviser to Dominion Emperor Arcturus Mengsk. He was in charge of Project Shadow Blade, a program which converts ghosts into spectres through the use of the dangerous gas, terrazine. The spectres will "serve their true master", which may not necessarily be General Warfield or Emperor Mengsk.[1]
Warfield guided ghost agent Nova through at least a few missions.[2]

Warfield retired prior to 2505. However, the zerg invasion occurred, Emperor Mengsk had Warfield reactivated and placed in command of the Dominion Armed Forces.[3]

Horace Warfield's portrait in StarCraft: Ghost videos looks just like an image for Jackson Hauler.[2][4]
He will be an important secondary character in StarCraft II. He will not play a big role in Wings of Liberty but his presence will be felt.[5]
