The overseer is a zerg unit evolved from the overlord.
Overseers are genetically altered overlords. They grow additional hypersensitive eyes. Each developmental cycle has improved on them, eventually enabling them to detect enemies hiding with camouflage techniques.[1]
Game Unit
The overseer loses the ability to excrete creep or transport units, but gains the ability to create changelings. It continues to provide control and has faster movement.
The overseer can create a small patch of Creep,[5] the radius steadily expanding as long as it remains stationary.[6][7] This ability is researched at the Evolution Chamber.[8]
The overseer can drop a non-attacking slime creature,[7] temporarily disabling resource nodes and xel'naga towers.[5][10] The slime can be attacked and removed by other forces.[6] The minerals can be covered as they're being harvested, enabling raids which slow down an enemy's economy. The creature must be killed before the minerals can be accessed.[7]
This ability took time to "cast" and had a small cooldown timer.[7]
The overseer could create a nydus worm after a nydus network had been produced as of October 2008.[11] This ability cost energy.[12]
The overseer lost the ability to make nydus worms as of March 2009.[13]
Spore Cloud
The overseer can create a Spore Cloud, which covers an area, blocking line of sight for a period of time. Units above the fog can see over and into it.[14]
The overseer was developed as the universal overlord detection in StarCraft I made the zerg "detectorific". As such, the overlord/overseer split makes cloaking more useful to a zerg's opponent.[6]

2) They are two different abilities. In generating creep, the Overseer essentially unloads a bunch of creep straight to the ground below it, which expands. Corrupting minerals takes some time to fully cast, but it creates a non-attacking creature that takes over that resource, and needs to be killed before those minerals are able to be gathered. Furthermore, you can corrupt resources that are already being mined, introducing potential Overseer raids to slow the enemy's production.

2. You can build Creep Tumor from the Queen only on the creep to expand it.

Spore Cloud (50 energy)- Release a cloud of fog, covering an area and blocks line of sight for a period of time (subject to balance). Units that are above the fog can see into and over the fog.
This ability is great at blocking the line of sight of spotter units on cliffs, block line of sight of Marines while your Zerglings run up close to attack range, or even to hide your ranged units like Hydralisks from the enemy while having your own spotter for the Hydras.
