Rafe was a minion of crime lord Scutter O'Banon of Deadman's Port, Dead Man's Rock c. 2494. He was part of the team that tried to rob Covington Bank along with Ash Thompson, Win, Jim Raynor and Tychus Findlay. Upon initially meeting Raynor and Findlay, he expressed distaste for the duo, and asked if Thompson's group would be better off if the three of them didn't just kill them and proceed on their own.
However, after Ash Thompson activated the spiders and killed the staff of the bank, the operation went awry, and Raynor and Findlay turned on Thompson and his associates. Rafe was shot twice by Raynor and killed.
