Recall is a protoss ability used to transport matter over spatial distances. This is accomplished by creating tears in space-time and moving objects through those tears.[1]
Recall was a signature ability of Arbiters during the Great War. Control over space-time manipulation was provided by the Judicator caste crew. Arbiters fell out of use after the fall of Aiur and the passing of the Judicator caste.[2]
Motherships are also capable of space-time manipulation on a similar scale.[3]

StarCraft
The Arbiter teleports a group of friendly units in a 5 x 5 area to its location. Note that burrowed zerg units are immune to this ability, but siege tanks in siege mode can be recalled.
