Sam was one of Fagin's "kids," a term equally possible to be figurative or literal. Despite his youth, he was capable of handling a firearm, equipped with a P220 pistol.
Things went bad for Sam in mid 2500, courtesy of Fagin wearing a psi-screen for six months straight, making him insane. This demonstrated itself when another one of Fagin's kids, Dani, was executed by the crime lord for "pretending to be Sam". Shaken by the execution, Sam escaped Fagin's wrath, though he had to deal with the zerg invading Tarsonis soon afterward.
