Zangakkar may be this guy, as suggested by sites such as this one.
I'm sure I saw him identified as Zangakkar somewhere else, too, maybe at Jason Felix's site.
If so, that makes him the character who appears next to Nova on the preliminary cover of StarCraft: Ghost, suggesting an alliance. Then there's this picture, which had originally been present on Jason Felix's site, strengthening the impression.
