Vic Cox was a terran who lived in the Gutter, associated with the crime lord Fagin. It was an association that got him killed, as he said something Fagin did not like while drunk and although he regretted it, Fagin ordered his death via "the Blonde". In the aftermath, Wolfgang set up his death to look like a bus accident so that Fagin had something to tell Cox's daughter.
