Volmer was a sergeant in the Tarsonis Police Force, Southwest District division ("the Gutter"). His tasks included watching the traffic control system monitors, although he spent most of his time watching UNN. He assisted Wrangler Malcolm Kelerchian in his search for a rogue telepath, despite the traffic feeds being erased due to a lack of storage capacity.
